Exquisite Animal Pelts are one of the higher level Cultural Pelts added into the game during the Seeds of Destruction expansion pack. The Cultural Tradeskill materials usually have a low chance (about 5 - 10%) of dropping off various enemies within their level bracket; for Exquisite Animal Pelts that means enemies 80 - 100.
Those of you out there looking to farm Exquisite Animal Pelts will have the best luck in SoD and RoF zones. Places like Kaesora Library, Toskirakk, Erudin Burning and Cooling Chambers are some of the lower level areas you can farm these pelts. If you want to ramp up the difficulty a bit you can do zones like Shard's Landing, Chelsith Reborn, Grelleth's Palace.
