Cobalt Ore is one of the mid level Cultural Ores that was added into the game during the Secrets of Faydwer expansion pack. Cultural Tradeskill materials have a low chance (about 5 - 10%) to drop off enemies around the level bracket that the item shows; so for Cobalt Ore it would be enemies 70 - 85
There's a bunch of different locations to farm Cobalt Ore throughout The Serpent's Spine and Seeds of Destruction expansion packs. Zones like Kaesora Library and Oceangreen Hills/Village are some of the best places for you to farm. Easier locations would be Direwind Cliffs and Icefall Glacier.
