This quest begins when you loot the Jade Figurine during the A Dangerous Game Secondary Quest. You'll find the Jade Figurine on the third floor of Caesar Bilzen's house, it's only accessible during this quest and if you missed it when you did the quest it's missed forever.

Additionally, if you have completed Triss' line of quests in Novigrad - meaning you've finished Now or Never then you will need to wait until later in the game when you meet back up with Triss to complete this quest. You can only complete The Soldier Statuette quest if Triss is still in Novigrad.
