Tony Bordel is one of the bosses you'll fight in The Compactor, a zone in The Handsome Jackpot which is part of the Moxxi's Heist DLC for Borderlands 3. You'll find Tony Bordel at the northern most end of The Compactor up the central most path. You won't be able to fight this boss until you reach the story quest, One Man's Treasure.
