Loco Chantelle is one of the Crew Challenges in the Moxxi's Heist DLC for Borderlands 3. You can find Loco Chantelle in the VIP Tower of Handsome Jackpot, a hop skip and a jump away from where you teleport in at via the fast travel terminal.
