Junpai Goat Eater is one of the Crew Challenges in The Handsome Jackpot - Spendopticon (Moxxi's Heist DLC). You can find Junpai Goat Eater in the Vice District of The Spendopticon not too far from where the fast travel terminal is. Each time you go to fight Junpai Goat Eater you'll need to run through a couple packs of enemies but if you can safely make it up to Junpai typically only one or two enemies will end up following you.

As far as loot goes, Creamer (Torgue RPG) is the only item on Junpai's dedicated loot list. The Creamer is not unique to Junpai and can be found on other enemies throughout The Handsome Jackpot.
