Gorgeous Armada is one of the Crew Challenges in the Moxxi's Heist DLC for Borderlands 3; he's found in The Compactor which is a zone in The Handsome Jackpot. If you fast travel to Trashlantis, which is in the center of The Compactor, then you'll want to travel northwest from this location to find Gorgeous Armada. He's behind a VIP door in the northwestern most section of the zone.

As far as loot goes, Heart Breaker (Hyperion Shotgun) is the only item on Gorgeous Armada's dedicated loot list. This item is not unique to him and can be found elsewhere in The Handsome Jackpot as well.
