DEGEN-3 is one of the Crew Challenges that you will come across in the zone Impound Deluxe on The Handsome Jackpot, the first DLC added in Borderlands 3. You can find DEGEN-3 in the northeastern most portion of the zone, to get him to spawn all you need to do is interact with the door that is right where the Crew Challenge marker is on the map.

As far as loot goes, Slow Hand (Hyperion Shotgun) is the only item on DEGEN-3's dedicated drop loot list. This item can be found elsewhere in The Handsome Jackpot DLC too and is not unique to DEGEN-3.
