Skrakk is a Target of Opportunity/Crew Challenge that you can find in Ascension Bluff on Pandora. You can find Skrakk a very short run west from the only fast travel terminal in all of Ascension Bluff (as shown on the map above). Skrakk is a flying enemy so check the air if you're having trouble locating him.

As far as loot goes, Infiltrator (Zane Class Mod) and SkekSil (CoV Pistol) are both on his dedicated loot list. The Infiltrator Zane Class Mod you can find elsewhere in the game but the SkekSil Pistol is a drop that is unique to Skrakk and can't be found elsewhere in the game.
