The closest fast travel terminal to this boss is Rogue's Hollow, the Psychobillies are a short run and a drop off a cliff from here. In total you will face off against four Psychobillies in the cave below so be prepared!

As far as loot goes you'll find the Breeder and Devils Foursum (Torgue Pistol), Electric Banjo (Artifact) and Kaos (Dahl AR) all on the dedicated loot list for the Psychobillies. All of these items can be found elsewhere in the game as well - not just from these enemies.
