Lavender Crawly is a Target of Opportunity that is found in one of the very first zones of the game, The Droughts. From The Droughts Fast Travel terminal you'll want to go northwest past the skags and into the wide open area you see on the map above. This is where you'll find Lavender Crawly.

As far as loot goes you'll find Linoge (CoV Pistol) and Predatory Lending (Hyperion SMG) on his dedicated drops list. Both guns can be found elsewhere in the world as well as off of this boss, he has no unique drops that can't be found elsewhere.
