Hot Karl is a Crew Challenge found in Devil's Razor on Pandora, he's a hop skip and a jump away from Roland's Rest, one of the fast travel locations. The save terminal at Roland's Rest is the closest one to Hot Karl, if you plan to farm him you'll have to run from Roland's Rest each time.

As far as loot goes, Hot Karl has Pain is Power (CoV AR) and Sledge's Shotgun (Jakobs Shotgun) on his dedicated loot list. Sledge's Shotgun is unique to Hot Karl and would be hard to find anywhere else in the game. The rest of the loot that drops from Hot Karl can be easily found elsewhere along with off of him.
