To begin this quest speak with the man named Bill in Stornway, standing next to the billboard in the central part of town. All you have to do is bring him a Panacea to complete the quest - if you don't already have one you can make one real quick with Alchemy.

All of the items to make a Panacea can be made through Alchemy right now including the Special Medicine. 1 Special Medicine = 2 Strong Medicine in Alchemy. 1 Strong Medicine = 2 Medicinal herbs. Superior Medicine = Medicinal Herb + Strong Medicine. To learn Alchemy recipes you'll want to experiment with combining items or check Bookshelves and complete sidequests like this one.
