Thayvian Enclave is a side quest that begins by speaking with Szaren in Hilltop - East. You can find Szaren standing next to the fork in the road that leads south out of Hilltop. When you first talk with him be open minded about hearing him out and you will be able to accept this quest.

What you'll need to do for this quest is head into the Community Hall building in Hilltop - West and speak with Haniah, the Mayor's Assistant. I strongly recommend you save your game before speaking with Haniah because if you fail this Persuade check then the only other way to finish this quest will be to kill Haniah, the Mayor and pretty much everyone else in this building.

In my experience you have a better chance of Persuading Haniah if you choose the first option, "Hilltop would be better defended from attacks if the Red Wizards were here." It's probably just RNG but I saved and reloaded the game a few times trying the 2 different options and this one seemed to work most often.

Once you've successfully convinced Haniah to let Szaren move in return to him in Hilltop - East and tell him the good news. He'll teleport away and open up a mage shop in Hilltop - West. Next time you visit this part of Hilltop check the building behind the Community hall and you'll find Szaren's new shop. You'll also get a discount for helping him out!
