Ipswitch Dunne is one of the Crew Challenges available in The Blastplains on Gehenna which is part of the Bounty of Blood DLC. You'll find Ipswitch Dunne closest to the Fort Kickwater fast travel terminal in The Blastplains; he's a very short run away from here. Each time you restart the game to farm him you'll start here too.

As far as loot goes, The Blanc (Dahl Pistol) is the only item on Ipswitch Dunne's dedicated loot list. This item is not unique to Ipswitch Dunne and can drop off of other enemies throughout the Bounty of Blood DLC.
