Veloth's Judgement is a unique Daedric Hammer that is given to you when you begin the Slay Raxle Berne Side Quest from the Tribunal Temple. In order to begin this quest you will need to be a member of the Tribunal Temple faction of Morrowind. This quest is given to you by Tharer Rotheloth in the Molag Mar Temple and it is the final quest in the chain of quests that he gives you.

You technically do not need to complete this quest, simply accepting it will give you Veloth's Judgement along with a couple of other nifty items.
