The Ring of the Wind is another one of the many ring Artifacts in Morrowind and can be obtained from a dungeon by the name of Nammu. You will be tasked with finding Nammu and retrieving this ring during the Ring in Darkness quest which is part of the Imperial Cult quest line. As with most items in Elder Scrolls games, however, you won't actually need the quest to retrieve this item.

Ring of the Wind drops from Galmis Dren inside of Nammu, he's found in the southern most room of the dungeon with the large lake and small walkways. He'll most likely come charging down at you like a maniac and save you the trouble of finding him. The item can be looted from his corpse.

At the top of the room you find Galmis Dren in you'll also find a Redguard by the name of Jon Hawker. He'll ask you for a Divine Intervention Scroll and if you give him one you'll receive Zenithar's Warning as well as Zenithar's Wiles, both enchanted undergarments.
