Boots Worth Keeping in Diablo 2

What you're looking for on boots is mostly survivability and utility. A good pair of boots is pretty universal amongst all of the class/builds in the game for this reason. The best pair of boots will look something like 30% Faster Run/Walk, 10% Faster Hit Recovery and 40 to Fire, Lightning and Poison resist. Cold in place of Poison is fine too, although more stuff uses Poison in the game.

Highly Rec: 10% Faster Hit Recovery
Rec: Life, Mana, Dexterity or Strength, Life Replenish, Fire Resistance, Lightning Resistance (Other resists are decent but not as good)
