Cultural Tradeskill materials like this one have a low chance (about 5 - 10%) to drop off enemies around the level bracket shown on the item. That would mean for Palladium Ore you'll want to hunt enemies that are levels 90 - 105.
Those of you looking to farm some Palladium Ore will find the best locations to be in Veil of Alaris or Rain of Fear zones. One of the easiest locations is the relatively weak enemies in Argath which are found just down the ramp from the main town area. The next best locations are the Valley of Lunanyn as well as Chelsith Reborn.
